Clinton, Muscatine and Scott Community Colleges/Black Hawk College Cooperative Programs.
Clinton, Muscatine and Scott Community Colleges in Iowa and Black Hawk College in Illinois are working together to offer out-of-state students in-state rates for cooperative programs.
Iowa students can take certain programs at Black Hawk College but register through Scott Community College to take advantage of in-state tuition rates. Similarly, Illinois students can take a number of programs at Scott Community College while registered through Black Hawk College. This partnership helps students, taxpayers and employers!

Here's how it works
Visit the Advisement Center at the college where you live. If you live in Illinois, go to Black Hawk College. If you live in Iowa, go to Clinton, Muscatine, or Scott Community College. Fill out the application form for that college and pay application fees, if required.
Pick up a specially-approved application for the out-of-state college you want to attend and take or mail it to them.
See a co-op program advisor at the college where you will be attending class(es). Call first for an appointment. Black Hawk College: (309) 796-1311, ext 1116 or Scott Community College: (563) 441-4130.
Sign up for the Assessment test at the school you will attend. (Your advisor will let you know if you are exempt.)
Register for class(es) at the school you will attend.
Bring proof of registration for the class(es) to the other college in your home state for processing.
Tuition will be due at the college in your state. You may also owe any service fees charged by the out-of-state school. These are payable to that institution.
