Eastern Iowa Community Colleges (EICC) is a public, comprehensive community college district comprised of three colleges: Clinton Community College (CCC) in Clinton, Iowa; Muscatine Community College (MCC) in Muscatine, Iowa; and Scott Community College (SCC) in Bettendorf, Iowa. The District Office (DO), including the Chancellor’s office, is located in Davenport, Iowa.

The EICC was created in 1966 as a result of adoption of Section 260C.1 of the Iowa Code, which formed 15 community college areas. Prior to 1966, all three EICC colleges existed independently. Since 1966, the colleges report to all federal and state agencies and accrediting bodies as one entity. Established as a public comprehensive community college, EICC has been charged by the state with its purposes and services.

The District’s geographic area includes seven counties, with a population base of 285,840. Its main educational programs are of two types: credit and noncredit. The EICC Mission articulates its values to its students and internal and external stakeholders. EICC has also developed a set of shared values to guide its staff in their interactions with students, each other, and their communities.
